Our Peoria population is exploding! At 170,000 people and growing, sustaining Peoria will depend on attentiveness to critical infrastructure needs.  One of these critical areas of focus is water. Learn the history of water, here in the desert we call home, through a 3-part Peoria Chamber of Commerce educational series sponsored by SRP (Salt River Project) , CAP (Central Arizona Project) and the City of Peoria. Learn how our waters came to be, where they come from now and what the future holds for our water supply. This three-part series will bring focus on building an understanding how water issues impact Peoria businesses and residents in the future and what critical challenges lay ahead to be addressed through advocacy and action.

Charlie Ester with Salt Water River Project:

Charlie, a 33-year employee of Salt River Project, is currently Manager of Surface Water Resources Operation.  This group is responsible for watershed monitoring, runoff forecasting, reservoir operations planning, emergency reservoir operations, strategic water resource planning, and drought preparedness as well as weather forecasting in support of reservoir and watershed operations and power generation.  He has been in this position for 19 years. Previously, he was a hydrologist in the same division.  Charlie is a 1983 BS Hydrology graduate of the University of Arizona with honors.  Charlie is the current chairman of the Oak Creek Watershed Council, a non-profit group working to preserve the integrity of the Oak Creek and watershed areas.  He is past president of two Resource Conservation and Development Areas in Arizona.

Under his leatership, SRP has successfully managed through the ongoing multidecadal drought and integrated tree ring reconstruction results from the UA LTTR and SRP's drought mitigation strategies.


Lisa Atkins with Central Arizona Project: 
Lisa A. Atkins first joined the Board through appointment by Governor Jane Dee Hull in January, 2003, to complete the term vacated by Bob Burns. She was elected to a regular term in November 2006, and re-elected to the CAWCD Board of Directors in 2012 and 2018, to represent Maricopa County until December 31, 2024. Mrs. Atkins is currently serving her third  term as the President of the Board. She previously served as Board Secretary and Chairman of the CAGRD and Underground Storage Committee.
 
Mrs. Atkins was appointed Commissioner of the Arizona State Land Department in June 2015. She has served on the Commission on the Arizona Environment, the 1999 Governor’s Transportation Vision 21 Task Force, the 2000 Governor’s Water Management Commission, the 2003 Governor’s Military Facilities Task Force, the Arizona Water Bank Authority representing CAWCD, chaired the 2012 and 2014 Commission on Salaries for Elected State Officers, and served for more than ten years as the Co-Chair of the Governor's Military Affairs Commission.  Mrs. Atkins was a member of the staff of U. S. Congressman Bob Stump for more than twenty-five years, serving as Chief of Staff from 1979 – 2002, the Executive Director of the County Supervisors Association (2003-2004), and the Vice President for Public Policy of Greater Phoenix Leadership (2004-2015).
 
Mrs. Atkins, a native Arizonan, resides in Phoenix. She has two grown children and three grandsons. Mrs. Atkins is a graduate of the University of Arizona.​
